When are the police going to do something about the deafeningly loud, back-firing car regularly speeding between Liphook and Haslemere?

They will when they kill someone with their mad driving.

Between Liphook and Haslemere there are 3 counties and therefore 3 different police forces, and at the edge of their areas so basically NO CHANCE.
