Report to Parish Council
- Cllr Ferris Cowper (16th Dec 2013 - 10:01:25)
REPORT TO BRAMSHOTT AND LIPHOOK PARISH COUNCIL
FROM COUNTY COUNCILLOR FERRIS COWPER
17th December 2013
Thank you for agreeing to allow me to make these reports bi monthly.
I hope to post a web newsletter item for the public in the coming week.
1. Highways
1.1 Traffic Survey Data.
This is a mystery. The data I provided to the Parish Council is not what you wanted. Relevant extracts from emails subsequent to that, are as follows;
“Phil,
Please see the e-mails below regarding traffic surveys in the Liphook area particularly the most recent e-mail from Mr Robinson to Councillor Cowper – you may recall carrying out the surveys for me in October 2012, but have further surveys been carried out during 2013? If so, please could you let me have copies of the results that I can forward to Councillor Cowper who, in turn, can forward them to Mr Robinson?
Thanks. Ian.”
“Hi Ian
There is no data for the Liphook area for 2013.
Regards
Phil”
“Councillor Cowper
Please see the e-mail below from Phil Turner of the traffic surveys team – I wondered if the Highways Agency carried out the surveys in question as part of the A3, Hindhead Tunnel POPE.
Ian”
I will follow up with the Highways Agency but as you know that can take a long time as they usually take a while to reply.
1.2 Avenue Road Projects
I hope to have an oral update available at the meeting. I expect Sara Wood of HCC Traffic Management to commence work on this next month. Initial drawings are complete.
1.3 The Square Review
As promised, I carried out this review with the Operation Resilience project manager. The technical aspects of the work are satisfactory and it is hoped that the long term benefits will be realised. Some technical issues with subcontractors were encountered but these were dealt with by HCC management. It is agreed that aspects of the signage were unsatisfactory and also some advance warnings were at rather short notice. However, on balance and given the extreme complexity of the traffic management issues, the Council feel that the project was reasonably successful albeit with the above lessons learned.
1.4 Upper Hammer Lane Bramshott – Woolmer Hill School Walk
The MoD have agreed to the footpath construction. However they have set two preconditions. One refers to the maintenance liability for the footpath which is fine. The other refers to a cycleway in a distant and unconnected part of Hampshire and the MoD require HCC to take on the maintenance for this before work can be started on the footpath. This has been agreed but of course the bureaucracy is slowing everything down and delaying the start date.
1.5 Gunns Farm Junction with Midhurst Road
I hope to have an oral update at the meeting.
1.6 Midhurst Road Flooding
A gully had been blocked and has now been cleared.
2. Children’s Services
As you know now, the County Council Children’s Services team have made a policy decision to limit new intake to “in catchment” only. This means that Liphook Junior has sufficient primary school capacity until 2017 and no new capacity will be built for the time being.
3. Passfield Letter Box
HCC Highways are in contact with Royal Mail and I hope to see the return of this letterbox very soon.
4. Contact
You can contact me at ferris.cowper@hants.gov.uk or on 01428-609858.
I hope you all have a Happy Christmas and a successful New Year.
Cllr. Ferris Cowper,
Hampshire County Councillor for Bramshott and Liphook, Grayshott and Headley
15th December 2013
