tap washer help needed

I have a dripping mixer tap in the kitchen and although not completely incompetent are not sure how to change the washer. I can turn off the cold water fine under the sink but unable to turn off hot water.
Is there any way to turn off hot water without draining the whole tank in the loft as this seems like such a waste of water??
Alternatively, anyone know a cheap plumber or handyman??

If you're lucky, there'll be a gate valve in the pipe between the tank in the loft and the feed into the bottom of the hot water cylinder. If you can shut this, you won't have to drain the tank.
