Lowsley Farm Development to expand

Local residents have today received an invitation to a further public consultation next week about a potential planning application for an additional 175 houses on an expanded Lowsley Farm site. This would make 330 new homes in total with access to the enlarged site still to be provided via the controversial roundabout on Longmoor Rd near Griggs Green.

This could just be a complete try on to make the original application appear more palatable when it goes back to EHDC for detailed planning permission (they only have outline permission at the moment) but, on the face of it, all of the earlier concerns including traffic and drainage can only be excaerbated by this proposal.

I am dreading this! I live in Forest Lane Close right in the middle at the back. The original plan had been to knock down my house (we rent) to make access to the new estate!
My garden backs directly on to the fields where the houses are to be built. I feel for all the wildlife that we see on a daily basis, where will they all go?

Add to that the Chiltley Lane proposal of 110 houses, Bohunt Manor 200 houses, and now an additional 175 at Lowsley Farm.

We already have planning permission for over 600 houses in Liphook (which does include the 155 already granted at Lowsley Farm).

Having experienced flooding at our property recently which was caused by surface water coming off these very fields at Lowsley Farm I would be very concerned about drainage. And the traffic doesn't bear thinking about!

Not forgetting 'Silent Garden' development.

If outline planning permission has been given the principle of x no. of houses has been determined. A detailed planning application will only look at things such as design, layout, landscape etc it will not consider whether x no. of houses is appropriate (so highway matters should have been fully explored at that stage), Access arrangements may form part of a detailed planning application rather than the outline (although this is unusual).

Therefore it is highly unlikely that the new proposal has been submitted to make the detailed planning application more palatable as the principle of x no. houses on the original site has already been agreed.

You only have to look at Helical Barrs development of Bramshott Place. This has now nearly doubled in size since the original planning approval!

At least both our Parish Council and SDNP have rejected the most recent application (phase 4) for a further 40 cottages and a 64 bed Care Home. This was to be built on the adjacent open farmland.
Common sense prevails at last!

As this is a "Scoping" application (comments can be made to EHDC via letter/email using ref: 34310/020) wouldn't it be much better if a link road between Headley and Longmoor Roads was incorporated in the scheme (a roundabout by the A3 bridge on Headley Road with a road winding it\'s way through the new housing estate to the agreed roundabout on Longmoor Road).
This would enable the 300+ houses to have two exit routes, helping to disperse some of the traffic, and also give another option to get to the schools without using the Square. (Especially if a parking area within the new development was located near to Lark Rise with pedestrian access to The Avenue and schools).
Combine this with a road between the new Longmoor Road roundabout and Portsmouth Road roundabout (through Bohunt Manor as proposed in the Northcott scheme) and we have half a ring road for Liphook helping to ease traffic congestion in the Square.
Before approval is given to more houses the infrastructure needs to be planned and developed to cope with them!
I shall make a comment to EHDC to this effect and would urge anyone else who feels this way to do the same.
