Whitehill Bordon has been confirmed as the location for one of the 4 eco towns announced as part of scaled-down government plans.
Construction is expected to start by 2016, later than originally planned.
The Conservatives have been critical of the way eco towns have been handled, but say they would not cancel schemes that enjoyed local support if they win the next election.
