Garden waste collection ever opening up to new sign ups??

During the whole COVID fiasco with garden waste not being collected, through lack of paying attention I let my subscription expire.My own fault, can't blame anyone there. However given it's been a couple of years since lockdown ended, it's frustrating that I still can't sign up to get my garden waste collected, I can't even sign up to be on a waiting list.
Does anyone know when signing up might be possible again?
If not any alternate solutions that don't involve taking it to the tip myself?
Is this where I have to become the villain of talkback and light a bonfire?

After a 2.5 year wait, we finally received a garden waste bin this month.

If you have a brown bin put it out on the right day and it will probably be collected even if you haven't paid.
On the other hand have a big bonfire and i can chuckle at all the people complaining on talkback.

EHDC deliberately, in my opinion, did not send out reminders to existing customers, as stated on their website and in their contractual agreement ~ we will contact you by letter and or email when your renewal is due ~ because the system was underfunded, broken, and it was an easy way of taking off the presssure, by letting existing customers be excluded by default.
Note now renewals for next year is £ 120.00, an increase of 58%
SNAFU = EHDC
East Hertfordshire charges £ 49.00 for the same service.

I can echo the same problems. My fault I did leave my bin expire and forgot to renew, I did think at the time there was no reminders sent out so as to reduce the service by default due to lack of drivers and tracks!
Since then I’ve being putting my leaves in the green bin and on one or two occasions I have actually buried bags of grass in my black bin. Talking to others they’ve confirmed that they do/did same so I’m guessing that EHDC’s plan may have backfired somewhat given the contamination in the recycling waste.

James did you just actually admit on record that you added bags of leaves to your black bin...hmm..ok, but don't worry too much though as most of the UK's recycling is either sent to Asia or dumped in the ocean by unscrupulous middle men, but it's ok because everyone's happy and your grass is probably the least worst of it!
Adding them to your green bin though is fine as I understand it pretty much anything goes in there, but black bin is for specified recycling only in principle (to be found later in rubbish heaps in the Philippines)!
Also don't forget our councils are close to bankruptcy, folk still love to believe the UK is one of the richest, most privileged countries on earth, truth is our councils are failing miserably even to protect the weakest in society, it's not really their fault, more and more people coming, less and less funds, and everyone demanding still more, we either need to pay more or, like other failing states, get used to receiving less, you can't spend the rest of your lives apologising for your parents being privileged and then scream blue murder because the skint council aren't removing your grass clippings😂😂😂

James - if you have leaves and grass clippings, you quite possibly have a garden. So why not get a compost bin?
It will give you good growing medium, saves the planet, and won't contaminate your recycling bin. Vegetable matter (including peelings etc from the kitchen) rots down to quite a small volume.
The cost of the bin is much less than the EHDC charge for garden waste removal - occasionally there are second-hand bins at the recycling centre for a few quid.
