Devil’s Lane Planning Proposal

I just wanted to draw attention to a proposal to build 9 new houses, with an access road, on the land between the railway bridge and Haslemere road down Devil's lane - not in accordance with the new Neighbourhood Development Plan.
This same proposal was lodged in February this year, and it was rejected for 7 primary reasons - including, but not limited to, the havoc it would cause in the square (being on the opposite side of Liphook to the A3 and the schools), the danger of the access road directly on to a poor visibility 60mph road, the fact that the land is in fact outside of Liphook's borders, and the danger posed to the nearby wildlife, including bats, deer, and nesting birds.
In September, the trees sheltering this wildlife were all chopped down (after, to be fair and according to the sign, a check for nesting birds) in order to "allow access to Railtrack contractors who will be carrying out tree works relating to the railway" (again, according to the sign) - effectively removing one of the reasons for the proposal's rejection.
I completely understand that new houses need to be built - that's inevitable. But the placement of these houses, and the way the proposal has been undertaken (with both the signs below being very difficult to access, either having to cross Haslemere Road on the bend before the railway bridge or having to clamber up a steep bank of tree stumps and roots) I'm really quite concerned about this proposal.
If anyone had any more information, or any thoughts about this, I'd love to hear them.
(I would post photos of both signs, but I don’t think there’s a way for me to do so - if you’d like to see them, the proposal sign is on the mast between the railway bridge and Haslemere Road down Devil’s Lane, and the sign explaining the purpose of the tree felling is on the metal fence down Haslemere Road, before the bridge, opposite the side road!)

The planning application is not in accordance with EHDCs local plan either but EHDC have included an estate of I believe 30 houses in their local plan which is the other side of the Haslemere Road near the railway bridge and near the river Wey which surprised me.
