New Year same Anti-social behavior

Hi,
Witness tonight outside roundabout near Sainsburys, reckless behaviour by two Motor Tricycles. They were endangering Cars, and Pedestrians with riding in front of all traffic, and people.
No sign of Police or P.C.O.'s at the weekend, to witness this crime.
Is Liphook to accept dangerous people on our streets, or just village life now?
