Lowsley Farm Nature Reserve Bins Keep Being Left Full

Most of the time I go for a walk up at Lowsley Farm nature reserve, the bins are usually overflowing with dog poo bags. It seems they aren't emptied enough, leading to the bins overflowing and dog poo bags ending up on the ground. The bins being full may also encourage people to litter and potentially harm any wildlife that may try to eat it.
Who is reponsible for these bins and why aren't they emptied more often if they keep filling up so often?

The dog poo bins should be removed. Anyone who is fit enough to take a dog out for a walk is perfectly capable of taking the dog's excrement home with them and disposing of it there.
