 Parish Council Report
Tonights monthly Bramshott and Liphook Parish Council meeting was the last meeting of the outgoing Council, so it was a fairly low-key affair.

Unfortunately, probably the most interesting items were saved until the end of the meeting, when the public and press were excluded – under Section 100A of the Local Government Act 1972 – so we’ll have to wait and see what was discussed under the confidential items:

A lease for Liphook United Football Club (we can report that this was probably about the fact that although LUFC own the building/changing rooms, they obviously have it sited on Parish-owned land. LUFC have told this reporter that they are having problems securing longer-term funding, to replace the existing building with a much better one, as they only have shortish leases normally from the Parish. Obviously this is a complex matter, which is probably why the PC decided to hold the discussion in confidential session).
Licence for the Scouts & Guides (we’d presume this is about use by the two groups of the rooms at the Millennium Centre. Again, further information should be made publicly available).

Official minutes from Monday night’s meeting will be made available from the Parish Office, this report is a quick, non-official summary, to highlight some of the major talking points.
Youth centre opens – The Beacon
Perhaps the most interesting item was the report on the success so far of the Youth facility, The Beacon is housed in the old Tennis Club building at the Recreational Ground in London Road. The Beacon opens tonight (Tuesday 29 April) at 7pm and will open each Tuesday for the next few weeks. It will be manned by professionally trained Youth Workers aided by volunteers from the village.
There will be an “official” opening in late May.
Some equipment has already been installed and all those attending will be asked to pay a 50 pence sub. This reporter asked about the sub, and whether it would be obligatory. In fact, any youths who have problems finding the money, can speak to the Youth workers and, if their case is genuine, the sub will be waived. The 50 pence is actually to pay for the cost of drinks and snacks, which will be provided.
Other events in Liphook
Otherwise, the monthly meeting was fairly low-key. The South Downs National Park enquiry begins on July 7 in Worthing, and the PC has been invited to send a representative along.
On May 23, from 9am – 1pm, there will be an East Hampshire Crime Conference at the Millennium Centre; again the PC has been invited to send a representative.
